I feel Bharatiyar is better coz it is exceptionally certify. Likewise, due to the MOU with ICAI a CA understudy needs to endeavor just 3 papers. Both Bharatiyar and Guru Jambeshwar are authorize A by NAAC. I would favor Bharatiyar however.

For B.Com., Delhi and Mumbai University is better. I don't have a clue about your decision i.e. whether you need to do Full Time or Coresspondence.
